A Bill presented by Lord Lester of Herne Hill to provide the framework for the appointment and functions of an independent Press Council.
The Press Council would act in the public interest to promote freedom of expression and would encourage the press to maintain professional standards and practises and would compensate victims of professional misconduct by the press.
The Bill follows the outcomes of the Leveson Enquiry which called for the Press Complaints Commission to be replaced by a system of independent self-regulation.
